Get a snapshot of the metric

Parameters:

builder - the metrics record builder

all - if true, snapshot unchanged metrics as well

snapshot

Get a snapshot of metric if changed

Parameters:

builder - the metrics record builder

setChanged

Set the changed flag in mutable operations
